The application was referred to the Board of the Environment Protection Authority (the Board) for assessment under the Environmental Management and Pollution Control Act 1994 (EMPCA).

Gunns Limited has lodged a Development Application with a supporting Development Proposal and Environmental Management Plan (DPEMP) to the Northern Midlands Council.

The purpose of the DPEMP is to provide a source of information upon which interested individuals, groups, government agencies, and the Board may consider the environmental and planning impacts of the proposal.

The DPEMP was prepared by the proponents on the basis of Guidelines for the preparation of a DPEMP which were provided by the Department.


The Proposal

A Level 2 Wood Processing Works

Gunns Limited is proposing to construct and operate a rotary peeling veneer mill capable of producing 67 500m3 per annum of veneer leaf at their existing sawmill facility at Western Junction.

The proposal involves the recovery of veneer leaf through the process of rotary peeling of logs and drying of the leaf using a 15MW natural gas-fired boiler.

Logs for veneer recovery will initially be transported to the site using designated heavy vehicle truck routes as is the case for the existing sawmill. The use of rail for some log deliveries is to be investigated.

Extractible saw log quality sections from the peeler logs will be diverted to sawmilling for board production. Residues from the veneer plant will be chipped and sold off-site as currently occurs at the existing sawmill.

The existing sawmill operations will remain unchanged.

Request for a Supplementary Report to the DPEMP

Representations in relation to the permit application (including the DPEMP) were invited by Northern Midlands Council from 7 June 2008 to 7 July 2008. A total of 54 representations from individuals and groups were received by Council during this period and forwarded to the Board for its consideration.

Following the period of public comment the Board made a request to the proponent for the preparation of a supplementary report to the DPEMP. The supplementary report is to address concerns raised by the public and to provide additional information requested by Council and Government Agencies.

The assessment of the proposal is currently on hold until such time as a satisfactory supplementary report is received.

A Summary of Public, Agency and Council Comments was provided to the proponent for consideration in the preparation of a supplementary report.
