The Proposal

LD&D Australia Pty Ltd (trading as Lion Drinks and Dairy) has proposed to expand its cheese production facility located at 145 Old Surrey Rd, Burnie, to increase milk processing capacity from 76kL per 8hr day to 132kL per 8hr day.  This will enable cheese production to be increased from 11,000t per year to 18,000t per year.

The proponent has lodged a Development Application with a supporting Development Proposal and Environmental Management Plan (DPEMP) to Burnie City Council.

The application was referred to the Board of the Environment Protection Authority (the Board) for assessment under the Environmental Management and Pollution Control Act 1994 (EMPCA).

Public Exhibition of Documentation

A copy of the permit application, and of all plans and other documentation submitted with the permit application (including the DPEMP) were made available for public inspection.  The public comment period is now closed. Following the public comment period the proponent was required by the Board to prepare a DPEMP Supplement to address issues raised in public and government agency consultation.


Development Proposal and Environmental Management Plan

The purpose of the DPEMP is to provide a source of information upon which interested individuals, groups, government agencies and the Board may consider the environmental and planning impacts of the proposal.

The DPEMP was prepared by the proponent on the basis of the project specific guidelines for preparation of an DPEMP which were provided by the Board.

Environmental Assessment Report and EPA decision

The environmental assessment report has now been completed and can be viewed below. This report contains an environmental assessment and recommendations to the Board in relation to the proposal. The permit conditions required by the Board to be included in the land use permit, if a permit is granted, by Burnie City Council are contained in the environmental assessment report.
