The Proposal

Mancala Resources Pty Ltd had proposed a development of a small open-cut and underground mining operation, to extract lead zinc ore for a period of up to 3 years. Up to 60,000 tonnes per annum of minerals may be produced from the mine. The mine will be located within mining lease 6M/2012, Boco Siding Road, Murchison Highway, Guildford, in the Burns Peak Forest Reserve, approximately 9 kilometres north east of the township of Tullah, in western Tasmania.

The proponent had lodged a permit application with Waratah-Wynyard Council under the Land Use Planning and Approvals Act 1993. The proposal is to be subject to an environmental impact assessment by the Board of the EPA (the Board) in accordance with the Environmental Management and Pollution Control Act 1994 (EMPC Act).

The proponent had referred the proposal to the Australian Government for consideration under the Environment Protection and Biodiversity Act 1999 (EPBC Act). The Australian Government has determined that the proposal is a controlled action (EPBC 2012/6433) on the grounds that it is likely to have a significant impact on the following matters protected by the EPBC Act:

  • Listed threatened species and communities (section 18 and 18A of the EPBC Act).

As a controlled action the proposal requires assessment and approval by the Commonwealth Environment Minister before it can proceed. The proposal will be assessed by the EPA Board in the manner specified in the Bilateral agreement between the Commonwealth of Australia and the State of Tasmania under Section 45 of the EPBC Act.


Public Exhibition of Documentation

The application and associated plans and documents (DPEMP) were made available for public inspection. The public comment period is now closed.


Development Proposal and Environmental Management Plan

The purpose of the DPEMP is to provide a source of information upon which interested individuals, groups, government agencies and the Board may consider the environmental and planning impacts of the proposal.

The DPEMP was prepared by the proponent on the basis of the project specific guidelines for preparation of an DPEMP which were provided by the Board.

DPEMP Guidelines  

DPEMP Guidelines, prepared by the Board, assist the proponent in preparing the case for assessment. The guidelines identify the key issues which, based on the information in the NOI, are expected to be key issues for the assessment of the proposal.

Public comment was invited on the draft guidelines, the comment period has now closed. The final guidelines have been issued to the proponent.

When a satisfactory case for assessment has been prepared and a permit application lodged with Council, public submissions will be invited on the application. 


Notice of Intent 

The statutory assessment process commences with the submission of a Notice of Intent (NOI) by the proponent.  The NOI is prepared by the proponent and provides an overview of the proponent, the proposal, proposal location and potential impacts that may be caused by the proposed activity.

Environmental Assessment Report and EPA decision

The environmental assessment report has now been completed and can be viewed below. The report contains the permit conditions required by the Board to be included in the land use permit, if a permit is granted, by Council. The Commonwealth Environment Minister will make a separate determination under the EPBC Act.
