The Proposal

Microbial Activity Pty Ltd has proposed aerobic windrow composting of up to 50,000 tonnes per annum of raw material at 'Brightsides' Plenty Valley Road, Glenfern. The main raw material is paper sludge from Norske Skog, Boyer. Smaller quantities of other materials such as pine bark and green waste will also be utilised, but the proposal does not involve composting fish or meat waste.

The application was referred to the Board of the Environment Protection Authority (the Board) for assessment under the Environmental Management and Pollution Control Act 1994 (EMPCA).

The proponent lodged a Development Application with a supporting Development Proposal and Environmental Management Plan (DPEMP) to the Derwent Valley Council.

The DPEMP was prepared by the proponent on the basis of the project specific guidelines for preparation of a DPEMP which were provided by the Board.

A copy of the permit application, and of all plans and other documentation submitted with the permit application (including the DPEMP) were advertised for public comment. The public comment period is now closed.

Following the public comment period the proponent was required by the Board to prepare a DPEMP Supplement to address issues raised in public and Government Agency consultation.

Environmental Assessment Report and EPA decision

The environmental assessment report has now been completed and can be viewed below. This report contains an environmental assessment and recommendations to the Board in relation to the proposal.

The permit conditions required by the Board to be included in the land use permit, if a permit is granted, by Derwent Valley Council are contained in Appendix 3 of the environmental assessment report.
