The Environment Protection Authority (EPA) has concluded its assessment of a proposed quarry expansion at Dromedary in the Brighton municipality.
The proposal by Gadtech Materials Pty Ltd at 720 Boyer Road, Dromedary involves an increase in production of a current quarry from 5,000 cubic metres per annum to 20,000 cubic metres per annum. It also involves the addition of materials handling by crushing and screening of up to 20,000 cubic metres per annum, and extraction by blasting of up to 2 events per year.
The Chair of the EPA Board, Mr Warren Jones, said that the Board concluded the quarry expansion could be developed and managed in an environmentally sustainable and acceptable manner, with certain conditions. These conditions must be included in any permit subsequently granted by the Brighton Council.
“Various environmental issues were considered by the Board in its assessment, particularly noise emissions,” Mr Jones said.
“The noise assessment demonstrated that with suitable mitigation, noise emissions limits imposed on the activity could be met, limiting the potential for noise nuisance on nearby sensitive premises,” he said.
“The hours during which specific activities can be undertaken have been restricted and blasting conditions have been imposed to manage potential noise nuisance.
“In addition, to support compliance with the noise emission limits a noise monitoring plan for drilling will be required,” said Mr Jones.
Sixteen representations were received during the 28 day period of public consultation, which commenced on 17 December 2016. The environmental issues raised in these representations were noise, particularly from crushing, drilling and blasting, potential impacts on threatened species, dust, and water quality.
The proposal was considered by the Board in the context of the sustainable development objectives of the Resource Management and Planning System of Tasmania (RMPS), and in the context of the objectives of the Environmental Management and Pollution Control System (EMPCS) established by the Environmental Management and Pollution Control Act 1994 (EMPCA).
The functions of the Board are to administer and enforce the provisions of EMPCA, and in particular to use its best endeavours to protect the environment of Tasmania, and to further the RMPS and EMPCS objectives.
The Board undertook the assessment of the proposal in accordance with the Environmental Impact Assessment Principles defined in Section 74 of EMPCA.
The Board’s environmental assessment, including the environmental conditions that must be included in any permit, have been forwarded to the Brighton Council, for review of planning issues prior to making a decision as to whether a permit is to be granted.
