The Proposal
Bass Metals Ltd has proposed to develop and operate a Level 2 mine at the Hellyer Mine site approximately 80 kilometres south of Burnie. The project will involve the extraction and processing of up to 500,000 tonnes per annum of ore for approximately 3 years in order to produce approximately 143 kilotonnes of concentrate.
The application was referred to the Board of the Envir​onment Protection Authority​ (the Board) for assessment under the
Environmental Management and Pollution Control Act 1994 (EMPCA).
The proponent lodged a Development Application with a supporting Development Proposal and Environmental Management Plan (DPEMP) to the Waratah-Wynyard Council.
The DPEMP was prepared by the proponent on the basis of the project specific guidelines for preparation of a DPEMP which were provided by the Board.
Public Exhibition of Documentation and Public Representations
A copy of the permit application, and of all plans and other documentation submitted with the permit application (including the DPEMP) were made available for public comment. The public comment period is now closed.

Environmental Assessment Report and EPA decision
The environmental assessment report has now been completed and can be viewed below. This report contains an environmental assessment and recommendations to the Board in relation to the proposal.
The permit conditions required by the Board to be included in the land use permit, if a permit is granted, by Waratah-Wynyard Council are contained in Appendix 3 of the environmental assessment report.
