The Proposal
Break O'Day Council has proposed to increase gravel production at an existing Level 1 gravel pit located off Basin Creek Road, near St Helens. It is intended to produce up to 20,000 cubic metres of gravel per annum from Mining Lease 1589 P/M. Crushing, screening and occasional blasting will be required.
The proponent has lodged a Development Application with a supporting Environmental Effects Report (EER) to the Break O'Day Council, as planning authority.
The application has been referred to the Board of the Environment Protection Authority (the Board) for assessment under the Environmental Management and Pollution Control Act 1994 (EMPCA).
The purpose of the EER is to provide a source of information upon which interested individuals, groups, government agencies and the Board may consider the environmental and planning impacts of the proposal.
The EER was prepared by the proponent on the basis of the project specific guidelines for preparation of a EER which were provided by the Board.
Public Exhibition of Documentation and Public Representations
A copy of the permit application, and of all plans and other documentation submitted with the permit application (including the EER) were madeavailable for public inspection. The public comment period is now closed.
Following the public comment period the proponent was required by the Board, to prepare an EER Supplement to address issues raised in public and Government Agency consultation.

Environmental Assessment Report and EPA decision
The environmental assessment report has now been completed and can be viewed below. This report contains an environmental assessment and recommendations to the Board in relation to the proposal.
The permit conditions required by the Board to be included in the land use permit, if a permit is granted, by Break O Day Council are contained in the environmental assessment report.
