The Proposal

Fragrance Tas - Hobart (Elizabeth) Pty Ltd has proposed to excavate up to approximately 24,000 cubic metres of material at 234-250 Elizabeth Street, Hobart for the purpose of construction of a mixed use development.

The proponent has lodged a Planning Application for the entire development, including construction and use, to Hobart City Council (PLN-17-430).

The application was referred to the Board of the Environment Protection Authority (the Board) for assessment of the excavation component of th proposal, classified as a 'quarry' under Schedule 2 of the Environmental Management and Pollution Control Act 1994 (EMPCA).

Subsequently, an Environmental Effects Report (EER) for the excavation component of the proposal was prepared for the purpose of assessment by the Board, and submitted to both the Board and Council.​


Public Exhibition of Documentation

A copy of the permit application and all plans and other documentation submitted with the permit application (including the EER) are available for public inspection and may be examined during normal business hours at:

Public Representations

In accordance with s.57(5) of the Land Use Planning and Approvals Act 1993 (LUPAA), any person may make a representation relating to the permit application (including the EER) from 27 July 2018 to 24 August 2018 in writing to:

Environmental Effects Report​

The purpose of the EER is to provide a source of information upon which interested individuals, groups, government agencies and the Board may consider the environmental impacts of the proposal.

The EER was prepared by the proponent on the basis of the project specific guidelines for preparation of an EER which were provided by the Board.
