The Proposal

 UPC Robbins Island Pty Ltd has lodged a Development Application with a supporting Development Proposal and Environmental Management Plan (DPEMP) project under the Land Use Planning and Approvals Act 1993 with the Circular Head Council.

The application was referred to the Board of the Environment Protection Authority (the Board) for assessment under the Environmental Management and Pollution Control Act 1994 (EMPCA).

The DPEMP was prepared by the proponent on the basis of the project specific guidelines for preparation of an DPEMP which were provided by the Board.


Draft DPEMP Guidelines and Public Submissions

Draft DPEMP Project Specific Guidelines (the draft Guidelines) have been prepared which identify the key issues that must be addressed in the DPEMP for the proposal. 

Public comment was invited on the draft guidelines, the comment period has now closed. The final guidelines have been issued to the proponent.

Notice of Intent

The statutory assessment process commences with the submission of a Notice of Intent (NOI) by the proponent.  The NOI is prepared by the proponent and provides an overview of the proponent, the proposal, proposal location and potential impacts that may be caused by the proposed activity.

Public Exhibition of Documentation

A copy of the permit application, and of all plans and other documentation submitted with the permit application (including the DPEMP) are available for public inspection and may be examined during normal business hours at:

Public Representations

In accordance with s.57(5) of the LUPA Act, any person may make a representation relating to the permit application (including the DPEMP) from Saturday 7 December 2019 to Wednesday 29 January 2020 in writing to:

Development Proposal and Environmental Management Plan

The purpose of the DPEMP is to provide a source of information upon which interested individuals, groups, government agencies and the Board may consider the environmental and planning impacts of the proposal.
