Ark Energy Projects Pty Ltd (formerly Epuron Projects Pty Ltd) is proposing to construct a wind farm located at 2753 Ridgley Highway, Hampshire, approximately 26 km southwest of Burnie. The proposed windfarm will have a total generating capacity of 300 MW with up to 48 wind turbines. Infrastructure will include roads, construction hardstand and laydown areas, temporary concrete batching plants, temporary construction site office and amenities, and an operations site office and maintenance building. On-site quarries will also be considered if feasible.
Two network transmission options are being considered. Development of an onsite connection switchyard, connecting to the existing 110 kV Hampshire-Waratah Tee line which crosses the project area, and a second option involving the construction of a new transmission line which would connect to the proposed 220 kV Hampshire Hills switchyard (TasNetworks), which is likely to be located just north of the site.
The proponent intends to lodge a permit application with Burnie City Council under the Land Use Planning and Approvals Act 1993. The proposal will be subject to an environmental impact assessment by the Board of the EPA (the Board) in accordance with the Environmental Management and Pollution Control Act 1994 (EMPC Act).
The project has been determined to be a Controlled Action under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) (EPBC reference number 2022/09299) and will require assessment and approval under the EPBC Act, in addition to State and Local government requirements. It was determined that the proposed action will have, or is likely to have, a significant impact on matters of national environmental significance, protected under Part 3 of the EPBC Act, including:
- World Heritage properties (sections 12 and 15A)
- National Heritage places (sections 15B and 15C).
- Listed threatened species and communities (sections 18 and 18A)
- Listed migratory species (sections 20 and 20A)
The proposal will be assessed by the EPA Board in the manner specified in the Bilateral Agreement between the Commonwealth of Australia and the State of Tasmania under Section 45 of the EPBC Act relating to environmental assessment.
EIS Guidelines have been prepared by the Board to assist the proponent to prepare the case for assessment. Based on the information contained in the Notice of Intent, the guidelines identify the key issues which are expected to be relevant to the assessment of the proposal.
Public comment was invited on the draft guidelines, the comment period has now closed. The final guidelines have been issued to the proponent.
