The Proposal
Bullock Civil Contracting Pty Ltd is proposing the relocation of the existing recycling and waste recovery operations from 221 Glenstone Road to a new site at 175 Cobbs Hill Road, Bridgewater (adjoining the 221 Glenstone Road site). The existing recycling and waste recovery operation is approved to receive 100,000 tonnes per year of locally sources construction soil and process it for resale. Contaminated material is not accepted. The activity includes separating course rocks and slabs of concrete and bitumen; screen remaining loose material to separate loam and clay from coarse waste; crushing coarse fractions (potentially up to 100,000 tonnes per year of waste concrete); stockpiling all materials into segregated piles; carting out reusable materials by truck; reuse of materials as backfill into trenches and other civil excavations; and disposal of any remaining wastes. The proposal does not seek to alter or intensify the existing approved use and production volumes of the recycling operation.
Development Application
Brighton Council were advised that pursuant to section 24(1) of EMPCA the Director of the EPA required Brighton Council to refer the development application (DA 2024/241) to the Board of the EPA, and therefore a Notice of Intent (NOI) was not required.
