The Proposal

Gowing Bros Limited is requesting to increase processing capacity from 5,000 m³ pa to 15,000 m³ pa and proposing to conduct intermittent blasting at the Logie Farm Quarry. The site is located at 440 Prossers Road Richmond and 59 Logie Farm Road, Orielton, approximately 4 kilometres northeast of Richmond. The site straddles two council boundaries (Sorell and Clarence City Councils).

The proposal does not involve a production increase from the currently permitted 15,000 m³ in extraction per year in materials handling.

This proposal involves blasting at the existing mining leases (1722P/M and 2044P/M) to enable the continued extraction of dolerite, to be used as road base, and to create benching for safety purposes.

The proponent has lodged a Permit Application with a supporting Environmental Effects Report (EER) to Sorell and Clarence City Councils.

The application was referred to the Board of the Environment Protection Authority (the Board) for assessment under the Environmental Management and Pollution Control Act 1994 (EMPCA).

Development Application

This proposal was referred directly by Clarence City Council (DA 2025/056817) on 7 November 2025 and Sorell Council (DA 2025/302) on 10 November 2025 and therefore a Notie of Intent (NOI) was not required.
