The proposal involves the operation of a tyre processing facility located at 18-34 Massy-Greene Drive, South Burnie, processing up to 12,000 tonnes of rubber per year. The proposal includes receiving pre-processed mining tyres and local garage whole tyres to be processed through a mobile tyre shredding plant, with the processed rubber being used as a tyre-derived fuel for a local cement manufacturer or for further processing overseas.​​
