The Proposal
Sanbar Pty Ltd is proposing to intensify operations at the Pioneer Sand Quarry, located approximately 14.5 kilometres southwest of Gladstone. The proposal involves an extraction increase from 5,000 cubic metres to 50,000 cubic metres and processing increase from 1,000 cubic metres to 50,000 cubic metres of sand tailings per year. Currently extracting and processing as a level 1 activity.
This proposal involves the extraction of tailings stockpiles, legacy of an historic alluvial tin mine. Sand tailings will be stripped using an excavator, recovered using a wheel-loader and fed into a mechanical screener on site. The Proponent states that the sand tailings have an ideal particle size distribution for use in a variety of applications, including concrete.
The proponent has lodged a Permit Application with a supporting Environmental Effects Report (EER) to Dorset Council.
The application was referred to the Board of the Environment Protection Authority (the Board) for assessment under the Environmental Management and Pollution Control Act 1994 (EMPCA).

Environmental Effects Report Guidelines
EER Guidelines have been prepared by the Board to assist the proponent to prepare a case for assessment. Based on the information contained in the Notice of Intent, the guidelines identify the key issues which are expected to be relevant to the assessment of the proposal.

Environmental Effects Report
The purpose of the EER is to provide a source of information upon which interested individuals, groups, government agencies and the Board may consider the environmental impacts of the proposal.
The EER was prepared by the proponent on the basis of the Project Specific Guidelines for preparation of an EER which were provided by the Board.
