​​​​The Proposal

The Cornwall Coal Company Pty Ltd is proposing an extension to the existing Cullenswood No. 2 Mine open cut pit.  The extension will utilise the existing ROM pad, amenities block, office block and stockpile area.  The final area of extraction is expected to yield up to 15,000 tonnes of coal and when started would likely be completed within a 2 to 3 month campaign.  The proposal also includes rehabilitation where coal extraction has occurred outside the permitted extraction area.

Development Application

This proposal was referred directly by Break O'Day Council to the Board of the EPA on 26 January 2026 as a development application (DA 013-2026) and therefore a Notice of Intent (NOI) was not required.

Environmental Effects Report Guidelines

EER Guidelines have been prepared by the Board to assist the proponent to prepare a case for assessment. Based on the information contained in the Notice of Intent, the guidelines identify the key issues which are expected to be relevant to the assessment of the proposal.
