EPA Board considers proposal to upgrade Arthur River Road quarry

The EPA Board has concluded its assessment of the upgrade to the Arthur River Road Quarry at Arthur River in the State’s North West.

Mark Lardner proposed an increase in production and crushing of rock and gravel at the Arthur River Road Quarry from 5,000 cubic metres per annum to 20,000 cubic metres per annum.

The Chair of the EPA Board, Warren Jones, said that the Board decided the proposed upgrade could be developed and managed in an environmentally sustainable and acceptable manner, with certain conditions, which must be included in any permit granted by the Circular Head Council.

"These conditions along with the full environmental assessment report have been forwarded to the Council for review of planning issues prior to it making a decision as to whether a permit is to be granted," Mr Jones said.

"The Board gave consideration to various environmental issues, particularly the need to mitigate potential water quality impacts from acid and metalliferous drainage," he said.

"The construction of a stormwater management system is required as part of the upgrade and the on-going monitoring of water quality is a necessary condition.

"The development and implementation of a weed and hygiene management plan has also been imposed along with air emission, noise and hazardous substances conditions.

"Successful rehabilitation will be essential to prevent legacy issues at the cessation of the activity and will be managed through the requirement to prepare and implement a decommissioning and rehabilitation plan," Mr Jones said.

Mr. Jones said no representations were received in relation to the permit application, which was referred to the Board in April 2015. Public consultation was open for a 30 day period commencing 18 April 2015.

The proposal was considered by the Board in the context of the sustainable development objectives of the Resource Management and Planning System of Tasmania (RMPS), and in the context of the objectives of the Environmental Management and Pollution Control System (EMPCS) established by the Environmental Management and Pollution Control Act 1994 (EMPCA).

The functions of the Board are to administer and enforce the provisions of EMPCA, and in particular to use its best endeavours to protect the environment of Tasmania, and to further the RMPS and EMPCS objectives.

The Board undertook the assessment of the proposal in accordance with the Environmental Impact Assessment Principles defined in Section 74 of EMPCA.
