EPA considers proposal for Coal Processing, Boyer Pulp and Paper Mill

The delegate of the Board of the Environment Protection Authority (EPA) has concluded an assessment of a proposal by Boyer Paper Mill Limited for coal processing at the Boyer Pulp and Paper Mill in the Derwent Valley municipality.

The proposal involves screening and crushing of 90,000 tonnes of coal per year to obtain correct particle size to feed the existing coal-fuelled boiler which produces steam used in the paper making process.

Public consultation was open for 14 days from 13 August 2025. No representations were made.

The Board's delegate has considered the relevant issues and determined that the proposal can be managed in an environmentally sustainable manner, with conditions imposed. Conditions limit the permitted hours of operation to minimise potential noise impacts to sensitive premises.

The Board's delegate undertook assessment of the proposal in accordance with the Environmental Impact Assessment Principles in Section 74 of the Environmental Management and Pollution Control Act 1994.
