EPA considers proposal for composting facility, Lovely Banks Road, Colebrook

​The delegate of the Board of the Environment Protection Authority (EPA) has concluded its assessment of a proposal by Compost Kings for a composting facility on Lovely Banks Road, Colebrook, in the Southern Midlands Council municipality.  

The proposal is for a composting facility, producing up to 10,000 tonnes per annum, located on a rural property.

Public consultation was open for 28 days from 2 September 2025.  No representations were made in relation to the proposal.

The Board's delegate has considered the relevant issues and determined that the proposal can be managed in an environmentally sustainable manner, with conditions imposed.  Key conditions relate to odour management, including implementing an odour management plan to prevent odour emissions causing an environmental nuisance. Leachate management requirements include construction requirements, such as appropriately sized leachate dams with management measures to prevent off site discharge during periods of high rainfall.

The Board's delegate undertook assessment of the proposal in accordance with the Environmental Impact Assessment Principles in Section 74 of the Environmental Management and Pollution Control Act 1994.
