EPA considers proposal for Forest Hall Road Extractive Pit (Sand) Expansion, Cleveland

​​A delegate of the Board of the Environment Protection Authority (EPA) has concluded an assessment of a proposal by Prospect Timber & Landscape Supplies for Forest Hall Road Extractive Pit (Sand) Expansion at 204 Forest Hall Road, Cleveland, in the Northern Midlands municipality.

The proposal involves a 2.4 hectare expansion to the existing extractive pit area. 

The existing level 2 activity is currently authorised to extract and process a maximum 20,000 cubic metres of sand per year and the proposal does not involve any changes to existing production limits.

Public consultation was open for 14 days from 4 October 2025. One representation was made in relation to the proposal which raised the environmental issue of dust emission generation from cartage movements on public roads.  

The Board's delegate has considered the relevant issues and determined that the proposal can be managed in an environmentally sustainable manner, with conditions imposed.  Key conditions include those related to dust emissions, natural values, and water quality.

The Board's delegate undertook assessment of the proposal in accordance with the Environmental Impact Assessment Principles in Section 74 of the Environmental Management and Pollution Control Act 1994.
