EPA considers proposal for Metal Recycling Facility, 43-49 Archer Street, Rocherlea

The delegate of the Board of the Environment Protection Authority (EPA) has concluded an assessment of a proposal by Sims Metal for a Metal Recycling Facility located at 43-49 Archer Street, Rocherlea in the Launceston municipality.

The proposal involves construction and operation of a metal recycling facility at the site, with capacity to process a volume of up to 25,000 tonnes per annum. Materials will be sourced from a variety of scrap metal generators including public, municipal, and manufacturing sources. Materials will be cut, baled, and boxed at the site for shipment to the mainland for further processing.

Public consultation was open for 28 days from 30 April 2025.  No representations were made.

The delegate of the Board has considered the relevant issues and determined that the proposal can be managed in an environmentally sustainable manner, with conditions imposed.  Key conditions include those related to waste management, water quality, and fire management. Waste management conditions include restrictions on permitted wastes accepted at the facility and waste screening protocols. Fire management conditions restrict hot works areas and impose stockpile dimension and separation distance requirements. Water quality conditions require collection and treatment of any contaminated stormwater and sufficient capacity to retain fire wash waters onsite in the event of a fire.

The delegate of the Board undertook assessment of the proposal in accordance with the Environmental Impact Assessment Principles defined in Section 74 of the Environmental Management and Pollution Control Act 1994.
