The delegate for the Board of the Environment Protection Authority (EPA) has concluded the assessment of a proposal by Mornington Park Development Pty Ltd to expand its waste treatment facility at Mornington in the City of Clarence.
The proposal is to upgrade and expand the existing hydroexcavation (‘hydrovac’) material treatment facility within the Mornington Park Development site, to receive, dewater and process up to 30,000 tonnes of material per year. This includes treatment of up to 5,000 tonnes per year of acid-sulfate and contaminated soils and up to 25,000 tonnes per year of hydrovac material. The facility currently receives around 11,200 wet tonnes per year of hydrovac material and is regulated by Council.
Public consultation was open for 14 days from 7 May 2025. No representations were received.
The Board’s delegate has considered the relevant issues and determined the proposal can be managed in an environmentally sustainable manner, with conditions imposed. Key conditions include those related to waste management and water quality. Waste management conditions will ensure waste is received and treated at the site using a combination of management measures, testing and reporting. Stormwater and leachate conditions have been imposed to ensure protection of groundwater and surface water, including in surrounding waterways. Water monitoring is required at key locations on site. Discharge of contaminated surface water or leachate from the site is prohibited.
The Acting Director, Environmental Assessments, undertook assessment of the proposal in accordance with the Environmental Impact Assessment Principles defined in Section 74 of the Environmental Management and Pollution Control Act 1994.
