The Environment Protection Authority (EPA) has concluded its assessment of a proposal by Walters Contracting Pty Ltd for Porters Bridge Road in Meander Valley.
Walters Contracting Pty Ltd proposes to establish a hard rock quarry with a production and processing capacity of 32,000 cubic metres per annum. The site is located in a rural zone 6 kilometres north-east of Deloraine and has not previously been quarried. The proposed operation will involve drilling, blasting, crushing, and screening of hard rock, as well as loading and carting of quarried material.
The EPA Executive Director – Environmental Assessments, Martin Read, who made the determination under delegation from the EPA Board, concluded the proposed development could be managed in an environmentally sustainable and acceptable manner, with certain conditions. These conditions are required to be included in any permit subsequently granted by the Meander Valley Council.
“Various environmental issues were considered by the Board in its assessment, particularly the potential for impacts on native flora and fauna in the area. Flora and fauna issues have been addressed through several site-specific conditions requiring roadkill monitoring, pre-clearance habitat surveys and protection of certain types of vegetation. Other conditions address aspects such as blasting management, noise control, weed management, sediment collection, storage of environmentally hazardous substances and site rehabilitation," Dr Read said.
Six representations were received in relation to the permit application. The environmental issues raised in these representations were noise and vibration, natural values, water quality, weeds, storage of environmentally hazardous substances, and site rehabilitation. Public consultation was open for 17 days from 16 October 2021.
The proposal was considered in the context of the sustainable development objectives of the Resource Management and Planning System of Tasmania (RMPS), and in the context of the objectives of the Environmental Management and Pollution Control System (EMPCS) established by the EMPC Act.
The functions of the EPA are to administer and enforce the provisions of the EMPC Act, to further the RMPS and EMPCS objectives and, in particular, to use its best endeavours to protect the environment of Tasmania.
The assessment of the proposal was undertaken in accordance with the Environmental Impact Assessment Principles defined in Section 74 of the Act.
The environmental assessment report, including the environmental conditions, has been issued to the proponent and Meander Valley Council.
