The proposal changes the use of the existing waste transfer station site to include separation and processing of specific materials for reuse, and to increase the volume of total waste received from 70,000 to 90,000 tonnes per annum.
The majority of waste will be stored and sorted in a purpose-built storage shed. Specific reusable resources will be separated, stored and in some cases shredded, for subsequent removal to other locations for reuse, and the remainder of waste will be sent to the Copping landfill as general waste.
The proposal enables recovery of useable resources and reduces materials sent to landfill.
Public consultation was open from 13 March to 13 April 2026. No representations were made in relation to the proposal.
The Board's delegate has considered the relevant issues and determined that the proposal can be managed in an environmentally sustainable manner, with conditions imposed. Key conditions include:
Limiting the types of materials able to be accepted and processed at the site.
Air quality controls, including limiting the types of materials to be shredded and stockpiled to ensure shredded materials are contained.
Requiring potentially odourous materials to be stored indoors, and for no longer than 48 hours.
Water quality controls, including capture of washdown water, and maintenance and monitoring of the existing stormwater system.
A fire management plan to be prepared within three months of approval.
The Board's delegate undertook assessment of the proposal in accordance with the Environmental Impact Assessment Principles in Section 74 of the Environmental Management and Pollution Control Act 1994.
