EPA considers proposal for Tassal Operations Pty Ltd fish processing factory upgrade, Dover

The Board of the Environment Protection Authority (EPA) has concluded its assessment of a proposal by Tassal Operations Pty Ltd (Tassal) for a fish processing factory upgrade in the Huon Valley Council area.

The proposal involves upgrading the existing onshore fish processing facility at Dover, to process up to 50,000 tonnes of product per annum. The proposal includes an upgrade to the wastewater treatment plant to improve performance of the wastewater treatment system resulting in improved water quality of the effluent discharge to Port Esperance.

Public consultation on the proposal was open for 28 days from 12 September 2025.  46 representations were made in relation to the proposal.  Key environmental issues raised included noise and wastewater quality and discharge; the EPA requested further information on these issues which was provided in an Environmental Impact Statement Supplement.

The Board considered the relevant issues and determined that the proposal can be managed in an environmentally sustainable manner, with conditions imposed.

The Board undertook assessment of the proposal in accordance with the Environmental Impact Assessment Principles in Section 74 of the Environmental Management and Pollution Control Act 1994.
