EPA considers proposal for the expansion of East Arm Road Quarry, Hillwood

The Board of the Environment Protection Authority (EPA) has concluded its assessment of a proposal by East Arm Resources Pty Ltd for the expansion of East Arm Road Quarry, Hillwood in the George Town municipality.

The proposal is to expand and intensify the existing Level 2 dolerite rock and gravel quarry, increasing the footprint, and increasing extracting and processing from 130,000m³ to 2,500,000m³ (approx. 4 million tonnes) per annum.

The Chair of the EPA Board, Andrew Paul, said the Board has considered the relevant issues and determined the proposed development can be managed in an environmentally sustainable manner, with conditions imposed. The Board requires these conditions to be included in any permit subsequently granted by the George Town Council.

“Environmental issues including dust and noise emissions, water quality, and natural values were considered in the assessment.  These are addressed through management measures reflected in the environmental conditions to be imposed," Mr Paul said.

Public consultation was open for 42 days from 15 March 2025. Two representations were received in relation to the proposal. These were not related to environmental matters and further information was not requested. 

The proposal was considered by the Board in the context of the sustainable development objectives of the Resource Management and Planning System of Tasmania (RMPS), and the objectives of the Environmental Management and Pollution Control System (EMPCS) established by the Environmental Management and Pollution Control Act 1994 (EMPCA).

The Board undertook assessment of the proposal in accordance with the Environmental Impact Assessment Principles defined in Section 74 of EMPCA
