The delegate of the Board of the Environment Protection Authority (EPA) has concluded its assessment of a proposal by ELT Recycling Australia Pty Ltd for Tyre Recycling Facility, Rocherlea in Launceston.
The proposal involves the operation of a new waste tyre recycling facility to store and process waste tyres by shredding at a rate of up to 3,650 tonnes per year. The facility will store up to 50 tonnes of unprocessed waste tyres and 50 tonnes of shredded tyres at any one time, with shredded tyres being stored in bulker bags prior to being loaded into shipping containers for transport overseas.
Public consultation was open for 28 days from 20 April 2026. One representation was made in relation to the proposal. Key environmental issues raised included management of stormwater and firewater, and fire consequences and smoke impacts.
The Board's delegate has considered the relevant issues and determined that the proposal can be managed in an environmentally sustainable manner, with conditions imposed. Key conditions include requirements to manage fire risks onsite, maintain sufficient bunding to contain wastewater in the event of a fire and to store waste tyres in accordance with the Tasmanian EPA Approved Management Method for the Storage and Reuse of Waste Tyres (2017).
The Board's delegate undertook assessment of the proposal in accordance with the Environmental Impact Assessment Principles in Section 74 of the Environmental Management and Pollution Control Act 1994.
