​​​​​The Proposal

​​Hazell Bros Group Pty Ltd has proposed extended operating hours and an increase in production at an existing concrete batch plant at 59 Raeburn Road, Breadalbane. A change of operating hours to include the period 0500 to 0600 hrs and an increase in production from 27,000 cubic metres to 40,000 to 45,000 cubic metres per annum is proposed.​

The proponent has lodged a Permit Application with a supporting Environmental Effects Report (EER) to Northern Midlands Council.

The application was referred to the Board of the Environment Protection Authority (the Board) for assessment under the Environmental Management and Pollution Control Act 1994 (EMPCA).​


Development Application

This proposal was referred directly by Northern Midlands Council to the Board of the EPA on 12 October 2021 as a development application (DA number PLN-21-0103) and therefore a Notice Of Intent (NOI) was not required.​

Environmental Effects Report Guidelines

EER Guidelines have been prepared by the Board to assist the proponent to prepare a case for assessment. Based on the information contained in the referral, the Guidelines identify the key issues which are expected to be relevant to the assessment of the proposal.

Environmental Effects Report
